What is the Digital Pre-Arrival Declaration?
To modernize border control and reduce wait times, Vietnam introduced the **Digital Pre-Arrival Information (PAI)** system in April 2026. This system completely replaces the old paper arrival cards. It is currently mandatory for passengers arriving at major hubs like Tan Son Nhat (SGN) and Phu Quoc (PQC).
Who Needs to Complete It?
The e-declaration is mandatory for:
- **All foreign passport holders** entering Vietnam with an eVisa, 5-Year Exemption, or Visa on Arrival.
- **Overseas Vietnamese (Viet Kieu)** entering on a foreign passport.
Vietnamese citizens traveling on a valid Vietnamese passport, and transit passengers who do not pass through immigration, are exempt from this requirement.
Step-by-Step Guide
You should complete this form up to **3 days (72 hours)** before your flight.
- **Step 1:** Visit the only official government portal: `prearrival.immigration.gov.vn`.
- **Step 2:** Select the language (English is available) and click 'New Declaration'.
- **Step 3:** Enter your passport details and upload a photo of the biographical page.
- **Step 4:** Provide your flight number and the exact address of your accommodation in Vietnam.
- **Step 5:** Submit the form. The system will instantly generate a **QR Code**. Save a screenshot of this QR code on your phone.
At the Airport
When you arrive at the immigration desk in Vietnam, you will simply hand your passport and printed eVisa to the officer, and present the QR code on your phone for scanning. The officer will instantly have all your flight and accommodation data on their screen, significantly speeding up the entry process.
