Regulations for Foreign Motorcycles
In 2026, operating a foreign-registered motorcycle in Vietnam is strictly regulated under Decree No. 151/2024/ND-CP and Decree No. 30/2024/ND-CP. Travelers are prohibited from arriving at a land border with a foreign vehicle without prior authorization. All entries must be coordinated through a licensed Vietnamese international travel service company in accordance with the entry requirements.
The Approval Process
To legally cross into Vietnam with a foreign motorcycle from neighboring countries (such as Laos, Cambodia, or China), operators must secure permits in advance:
- Mandatory Tour Operator: Foreign riders must engage a licensed Vietnamese tour operator. This agency submits the vehicle and passport details to the Ministry of Public Security to obtain written approval. The processing time typically takes 15 to 30 days.
- Mandatory Escort: Upon crossing the border, independent riding is not permitted. Foreign vehicles must travel in a designated convoy led by an escort vehicle (car or motorcycle) provided by the tour operator.
- Pre-approved Route and Duration: The permit is valid only for a specific, pre-approved itinerary. The maximum duration for operating a foreign vehicle in Vietnam is generally 45 days. Deviating from the authorized route can result in penalties or confiscation of the vehicle.
Required Documentation at the Border
Upon arrival at a land border checkpoint (e.g., Lao Bao, Moc Bai, or Tay Trang), customs and immigration officials require the following documentation:
- Vietnam eVisa: Riders must possess a valid eVisa, selecting the exact land border as the port of entry. The standard eVisa permits a stay of up to 90 days and costs $25 (single-entry) or $50 (multiple-entry). Travelers can apply for the eVisa online via the National Web Portal on Immigration.
- International Driving Permit (IDP): Vietnam recognizes IDPs issued under the 1968 Vienna Convention. The IDP must include a Class A (motorcycle) endorsement. Note that IDPs issued under the 1949 Geneva Convention (common in the USA, UK, Canada, and Australia) are strictly NOT recognized.
- Original Vehicle Registration: The original registration document from the motorcycle's home country is mandatory. Similar procedures apply when entering via the Moc Bai border crossing.
- Ministry Approval Document: The official approval letter from the Ministry of Public Security, secured by the tour operator.
